Job Opening: Deputy Commissioner of Planning for Putnam County
/The Putnam County Department of Planning, Development and Public Transportation is seeking qualified candidates for the position of Deputy Commissioner of Planning, Development and Public Transportation.
The Deputy will assist the Commissioner in planning, organizing and directing the activities of the Planning Department through its Environmental, Grants, Land Use, Transportation/ Transit Units. The work would involve considerable contact with public officials, professionals, civic organizations and others relative to developing and administering a county planning program. This position would relieve the Commissioner of considerable detail in the implementation of planning programs for the county to achieve established goals and objectives. Work is performed under general supervision of the Commissioner of Planning, Development and Public Transportation with considerable latitude for the exercise of independent judgment. Performs related work as required.
SOME TYPICAL WORK ACTIVITIES:
Assists with developing departmental policy and programs; administers and
manages departmental affairs, budget, and personnel; appoints staff to
implement duties of this office as detailed herein;
Assists with the preparation of County development planning studies for
submission to the County Legislature regarding the use of Putnam County
resources, including, but not limited to, transportation, the environment, and
County facilities;
Assists with analyzing county issues, and preparing programs and projects and
reports;
Assists with administering County bus operations, managing County affairs with
private bus contractor, and ensures compliance with all Federal and State laws
and regulations related to public transit operations and programs as required by
the New York Metropolitan Transportation Council, including preparation and
completion of the Unified Planning Work Program and special transportation
studies;
Assists with coordinating public transportation services with local, State, and
other county and regional public transit providers;
Assists Commissioner to Develop and administer departmental policies and
programs;
Represents the County as requested by the Commissioner and corresponds with
elected and appointed officials, local, regional, State, and Federal agencies, as
well as the private sector regarding County resources, planning, development,
and transportation matters;
Performs research concerning County programs and completes applications to
obtain financial and technical assistance through local, State, Federal, or other
revenue sources;
Performs a variety of related activities as required.
MINIMUM QUALIFICATIONS:
Bachelor’s degree or higher in Planning, Landscape Architecture, Civil Engineering, or
related field and two (2) years of experience in government administrative management,
which included at least one (1) year supervision of professional and support
staff AND either:
a. Six (6) years of practical experience in regional, county, or municipal planning; or
b. Possession of a license to practice law in New York State, maintained throughout
appointment.
PREFERRED QUALIFICATIONS:
American Institute Certified Planner (AICP) certification
Experience in transportation policy and analysis
NOTE: Your degree must have been awarded by a college or university accredited by a
regional, national, or specialized agency recognized as an accrediting agency by the
U.S. Department of Education/U.S. Secretary of Education.
SALARY: $90,000 - $110,000
SCHEDULE: Full-time, Monday – Friday
