The Capital Region Transportation Council (Transportation Council) is the Metropolitan Planning Organization (MPO) for the Capital Region based in Albany, New York. The Transportation Council works with State, regional, and local government partners to plan for and implement a safe, resilient, and modern transportation system. We are seeking a Director of Regional Planning responsible for assisting the Executive Director with supervising senior and junior staff, serving as a lead Task Manager for regional land use and transportation planning programs, and preparing and implementing the Transportation Council’s Metropolitan Transportation Plan. The Director or Regional Planning will be supervised by the Executive Director and is expected to lead the regional planning team toward its successful and timely completion of multiple programs and work tasks concurrently. Ideal candidates are excellent communicators, self-starters, motivators, and leaders.

Minimum Qualifications

• Master’s degree in transportation planning, urban and regional planning, civil engineering, geography, environmental studies, public administration, or in a closely related degree field with ten (10) years of experience in transportation planning and program management; OR

• Bachelor’s degree in transportation planning, urban and regional planning, civil engineering, environmental studies, public administration, or in a closely related degree field with twelve (12) years of experience in transportation planning or program management; OR

• An equivalent combination of training and experience as defined above.

• AICP preferred, but not required.

Relevant Skills

• Strong experience in land use and transportation planning, program, or project management.

• Strong experience with consultant management and project scope of work development.

• Strong understanding of sustainable transportation principles and best practices.

• Strong technical, written and presentation skills. A writing sample is required.

• Strong organizational skills.

•Ability to establish and maintain effective working relationships with local governments, regionalagencies, and state agencies.

•Proficient with Microsoft Office 365 and experience with Adobe Creative Suite products.

•Proficiency in the use of GIS, graphic design software or other analytic tools.

Responsibilities

•Participating on the Transportation Council’s management team with the Executive Director.

•Supervising a team of planners, including managing workloads, to ensure transportation planningactivities are being progressed in a timely manner.

•Tracking and analyzing regional planning issues including current state and national research.

•Leading the development of major Transportation Council products.

•Preparing and reviewing planning documents including text, tables, and graphs.

•Reviewing the work of others in the preparation of reports and planning projects to assureadherence to Transportation Council requirements and best practices.

•Facilitating coordination between municipalities, regional agencies, and state agencies onplanning issues and activities.

•Providing technical information and planning assistance to member municipalities regarding landuse and transportation planning.

•Representing the Transportation Council at public meetings, project meetings, and other events.

•Managing consultant led planning activities including developing Requests for Proposals,reviewing consultant proposals, and reviewing consultant developed products.

•Planning, designing and executing transportation planning programs in the TransportationCouncil’s work plan.

RFP: Citywide Historic Resource Survey (CHRS) for the City of Erie, PA

The City of Erie, Pennsylvania is seeking a consultant to conduct a Citywide Historic Resource Survey (CHRS) to identify important historic and cultural resources. Through community engagement and surveying, information shall be collected and then inputted into the PA-SHARE system. The consultant must meet the Secretary of the Interior’s Professional Qualification Standards (U.S. National Park Service) https://www.nps.gov/articles/sec-standards-prof-quals.htm and shall work with the City, City Historic Review Commission, and PASHPO/through PA-Share to conduct this citywide survey. The CHRS must include the entire City of Erie jurisdictional area.

UAlbany GPSA visits Lake George, Albany Rural Cemetery Tour next

The Geography & Planning Student Assocation (GPSA) at the University at Albany recently explored Lake George at its most recent event. The GPSA is a student organization in the PAB-accredited Master of Regional Planning program at UAlbany. It seeks to educate and involve the next generation of urban planners.

“We had an excellent turnout, and the presentations provided valuable insights into the ambitious plan to transform Lake George into a vibrant year-round community,” said GPSA Liaison Devendra Kanithi. “The enthusiasm and collaboration of community leaders and stakeholders were inspirational.”

The GPSA’s next event is a guided walking tour of Albany Rural Cemetery on April 24, 2024. It will include a demonstration of the Albany Rural Cemetery Explorer (ARCE) app which was developed in partnership with the University at Albany. RFP: 2025 Consolidated Plan Needs Assessment and Market Analysis + Community Engagement Services for City of Rochester, NY

The City of Rochester has issued a Request for Proposals seeking community engagement and planning services to inform and support the strategic planning and development of the City’s upcoming 2025-29 Consolidated Community Development Plan (Consolidated Plan).

The U.S. Department of Housing and Urban Development (HUD) requires local jurisdictions to prepare a Consolidated Plan in order to receive federal housing and community development funding under the entitlement formula grant programs administered by HUD’s Office of Community Planning and Development, such as the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grants (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

 The City of Rochester is seeking proposals from qualified Consultants to fulfill one or both of the two services sought by this RFP:

  1. Preparation of a Needs Assessment and Market Analysis

  2. Community Engagement Services

 

Respondents may choose to submit a proposal for only one of the services, and doing so will not negatively impact the evaluation of their proposal. These two services are related, and may inform one another, but are not required to be conducted by the same Consultant, nor with any formal interaction between the selected Consultants if conducted separately. 

 The City also welcomes joint proposals comprised of two or more organizations who may each fulfill different components of the project scope based on their specializations. RFP: Inner Harbor Park Redesign, Syracuse, NY

Title

Inner Harbor Park Redesign – Solicitation for planning, design, and/or engineering services 

Scope 

The City of Syracuse will begin to implement its New York Department of State funded Local Waterfront Revitalization program plan currently under development by preparing a design for improvements to the 2.9-acre Inner Harbor Park along Onondaga Creek. The redesign of the park will include additional passive recreational opportunities, pedestrian and bicycle connections, visitor amenities, and safety improvements. These enhancements to this waterfront park will complement the ongoing development of the area and promote additional investment in the Inner Harbor.

The project will be led by the City’s Planning Division, with additional coordination involving other City departments, including the Parks Department. Inner Harbor Park is a city-owned park located at 396 West Kirkpatrick Street on the City’s Inner Harbor. The park currently features off-street parking, a waterfront amphitheater, and a portion of the City’s Onondaga Creekwalk trail, which is also part of the New York State Empire State Trail system. Although the park is underutilized, it is a frequent pass-through location for trail users and provides easy parking and access to the trail network. The park also hosts several larger festivals and events throughout the year.

The project goal is to redesign this underutilized public space by capitalizing on the existing uses and providing new amenities to make the park a destination for residents and visitors. This project will accomplish this goal through a design process that will produce construction documents to update and refresh Inner Harbor Park. Specific design elements that will be considered during the planning process include:

a) The layout of the park, including reducing impervious areas and reestablishing trails and open space areas to allow for a larger gathering area and greenspace, such as patios, pavilions;

b) Safety improvements, such as lighting and emergency call boxes;

c) Trail improvements, such as surface repairs, new or revised routes, and wayfinding signage;

d) Streetscape enhancements (along Van Rensselaer & Kirkpatrick Streets), and bicycle/pedestrian improvements to better connect the park to the surrounding areas; and

e) Installation of other amenities such as benches, bicycle repair stations, drinking water stations, technology, and/or public art to complement the City’s development of a new accessible playground and concession area on another portion of the site. The accessible playground and concession area is a separate project being led by the City’s Parks Department that is scheduled to start in summer 2024. 

The expected deliverables are a planning and design process, which will include some stakeholder and public engagement, to produce construction documents for a redesigned park area. While the park redesign will not be constructed as part of this contract, the project deliverables will provide a foundation on which to construct the proposed park improvements and ultimately provide a safer, more effective community gathering place.

• Master's Degree in Geography, Municipal, Community or Regional Planning, Engineering, Environmental Science, Environmental Studies, Geographic Information Systems (GIS), Computer Science or related field, PLUS minimum of one (1) year of experience in a planning or engineering field working with data information and analysis, which shall have involved working with Geographic Information Systems and demographic analysis, or related field; OR 

• Bachelor's Degree in Geography, Municipal, Community or Regional Planning, Engineering, Environmental Science, Environmental Studies, Geographic Information Systems, Computer Science, or related field, PLUS minimum two (2) years of experience described in (A) above, one year of which shall have involved working with Geographic Information Systems and demographic analysis, or related field; OR 

• An equivalent combination of training and experience as defined by the limits of (A) and (B) above. 

Special Provisions: This will be a provisional appointment, meaning the candidate will be required to take an open-competitive civil service exam at some time in the future. Permanent appointment will be dependent upon the candidate’s exam score. 

Salary Range: $61,461 (probationary salary for 6 months), on to a range of $61,811.00 - $68,794.00. This is a full-time (37.5 hours per week) planning position with a salary of $61,811.00 and excellent benefits. The top of the salary range for Senior Planner/GIS Analyst is currently $68,794.00. The Town Board of the Town of Aurora is soliciting the services of a planning consultant to develop a master or comprehensive plan (the “Comprehensive Plan”) for the Town of Aurora. The Town Board recognizes the importance of a well-crafted framework for guiding Aurora’s future growth and development over the next 10 to 20 years and was awarded funding from the County of Erie to develop a comprehensive plan for these purposes.

SCOPE OF WORK

The Comprehensive Plan is to provide a blueprint for the development, preservation and enhancement of: Residential, commercial and industrial neighborhoods; Public facilities, including parks and recreational areas; Infrastructure and transportation; Natural areas, water, and open spaces; Housing, including diversity of housing; Energy; Disaster preparedness, including a climate vulnerability assessment. This plan, with a year 2035-2045 horizon, will incorporate visions, ideas, and foresight and provide recommendations and an implementation plan. Note that, although this document does not include the area of the Village of East Aurora, this study must consider certain trends and activities within the Village of East Aurora in order to properly develop the plan. Additionally, the study should consider the external pressures from surrounding areas. The Town Board and the Town’s departments will participate in the preparation of the Comprehensive Plan. The consultant shall confer with the Town Board and departments in developing plans for the out-years.
