The Adirondack Gateway Council (“AGC”, a 501 c 3 not for profit corporation organized under the laws of New York) consists of over 20 municipalities and municipal organizations formed in 2011. The three-county AGC (Warren, Washington & Northern Saratoga Counties) covers 1,800 square miles of Hudson River watershed, prime industrial & agricultural land, along with pristine portions of the lower Adirondack Mountains.
Adirondack Gateway Council is the recipient of a HUD Regional Planning Grant and is seeking public engagement services during the term of this grant agreement.
Proposals will be considered from qualified organizations /firms /individuals who are regularly engaged in the business of providing the services described within this RFQ, who have experience and working knowledge in public engagement planning and execution plans related to federal and state grants for a period of at least ten years; have sufficient financial support, firm capacity, equipment and organization to ensure that they can satisfactorily deliver the services and if awarded the contract
The purpose of this RFQ to seek qualified consultant to undertake services skilled of consultant or consultant team skilled in public engagement planning and execution

Consultant Request for Qualifications (RFQ) APRIL 29, 2013
The Adirondack Gateway Council (“AGC”, a 501 c 3 not for profit corporation organized under the laws of New York) consists of over 20 municipalities and municipal organizations formed in 2011. The three-county AGC (Warren, Washington & Northern Saratoga Counties) covers 1,800 square miles of Hudson River watershed, prime industrial & agricultural land, along with pristine portions of the lower Adirondack Mountains.

Proposals will be considered from qualified organizations /firms /individuals who are regularly engaged in the business of providing the services described within this RFQ, who have experience and working knowledge in preparing with a collaborative team comprehensive report regarding healthy communities and agriculture within the Adirondack Gateway Council.
A comprehensive regional Agriculture and Healthy Communities Technical Report will be prepared which shall be based upon a strong foundation of existing and trending data. The identified issues, interests, and concerns voiced by the key stakeholders and focus groups will determine which health-related problems will be studied, and help define which data and metrics are needed. AGC uses the term, Healthy Communities in the broadest sense to move beyond food and food access to include concepts of walkability, multi-use trail development, recreation,parks,livable and connected communities. Consideration will be given to an expanded and comprehensive concept of healthy communities. Consultant will determine information gaps, also insuring that communities, (including low-income, minority and economically disadvantaged communities) are included in this process. Consultant may use surveys or key informant interviews to expose gaps and create alternative data.
Qualified organizations/firms/individuals must have working experience in this field for a period of at least ten years; have sufficient financial support, firm capacity, equipment and organization to ensure that they can satisfactorily deliver the services and if awarded the contract

RFQ: Adirondack Gateway Council Task 2 — Housing & Transportation

The Adirondack Gateway Council (“AGC”, a 501 c 3 not for profit corporation organized under the laws of New York) consists of over 20 municipalities and municipal organizations formed in 2011. The three-county AGC (Warren, Washington & Northern Saratoga Counties) covers 1,800 square miles of Hudson River watershed, prime industrial & agricultural land, along with pristine portions of the lower Adirondack Mountains.
Adirondack Gateway Council is the recipient of a HUD Regional Planning Grant and is seeking public engagement services during the term of this grant agreement.
Proposals will be considered from qualified organizations /firms /individuals who are regularly engaged in the business of providing the services described within this RFQ, who have experience and working knowledge in working and preparing with a collaborative team of municipal leaders, and housing and transportation organizations and builders, comprehensive regional housing and transportation needs assessment
The housing and transportation needs assessment will include all relevant current data available and in-depth analysis and projections of populations and housing trends and their impact on housing supply, affordability and location, and an analysis of impediments to fair housing choice. Housing information pertaining to fair housing, affordability, workforce, accessibility, quality and condition, future locations, energy efficiency, and green building codes will be gathered and addressed. Data will be collected and reviewed to determine interrelationships.
Additionally A regional Fair Housing Equity Assessment (FHEA) is a required deliverable for all HUD Sustainable Communities Initiative grantees. Consultant support is needed to analyze data and write a report based on guidance from HUD. The selected consultant would be expected to develop a regional FHEA and conduct public outreach and education based on a set of identified regional barriers to fair housing choice. The report is expected to include at least the seven elements identified below by HUD guidance for the FHEA.

The three-county AGC (Warren, Washington & Northern Saratoga Counties) covers 1,800 square miles of Hudson River watershed, prime industrial & agricultural land, along with pristine portions of the lower Adirondack Mountains.
Proposals will be considered from qualified organizations /firms /individuals who are regularly engaged in the business of providing the plans /services described within this RFQ, who have experience and working knowledge of infrastructure issues in upstate New York( rural, some urban, who have a record of performance with this noted experience for a period of at least ten years; have sufficient financial support, firm capacity, equipment and organization to ensure that they can satisfactorily deliver the services and or/products if awarded the contract
The purpose of this RFQ to seek qualified consultants to undertake a comprehensive and strategic Adirondack Gateway Action Plan consisting of engineering and planning recommendations that will be developed (or) that will address the issue of inadequate waste water / storm water capacity and related sanitary sewer lines for the region (identified as Task 4) with primary focus on the Glens Falls Waste Water Treatment Plant and Washington County Sewer District No. 2 Waste Water Facilities.
